Through the joint efforts of governments at all levels and educational departments, Beijing has taken the lead in achieving modernization in education nationwide. Following the latest round of basic education curriculum and teaching reforms, Beijing’s basic education indicators rank among the top in the country. The high-quality development of basic education urgently requires the construction of a comprehensive educational evaluation system to guide the whole society to establish a scientific view of educational quality, providing strong support for the cultivation of well-rounded socialist builders and successors.
Both the national and municipal governments place great importance on educational evaluation. In October 2023, the Ministry of Education announced the latest list of newly established sub-disciplines and interdisciplinary subjects, with “Educational Evaluation and Governance” becoming an emerging interdisciplinary subject for the first time. This is of great and far-reaching significance for constructing a positive educational and evaluation ecosystem, accelerating the deep integration of education and evaluation disciplines, promoting the interaction between educational evaluation practices, and fostering the cultivation of talents.
The 14th Five-Year Plan and Long-Range Objectives (2021-2035) for National Economic and Social Development of Beijing also points out the need to “deepen the reform of educational evaluation in the new era, establish world-class educational quality standards, and actively explore an evaluation system that better conforms to the laws of education and the growth patterns of students.”
The Beijing Education Examinations Authority is a specialized institution in Beijing responsible for national examinations such as middle school exams, college entrance exams, and graduate school exams, playing a crucial role in selecting qualified talents. Educational measurement and evaluation play an essential role in various types of educational examinations, functioning through the processes of question setting, examination, enrollment, and evaluation to qualitatively and quantitatively assess students, schools, teachers, and teaching quality, thereby achieving the goals of feedback, guidance, and improvement in teaching.
Today, modern educational measurement and evaluation theories, methods, and tools are increasingly enriched, with their applications in educational quality monitoring, personalized student evaluation, teaching process diagnosis, and examination data analysis becoming more widespread, and their integration with new technologies such as artificial intelligence and big data becoming tighter. To learn advanced educational measurement and evaluation techniques, strengthen exchanges and cooperation with international and domestic first-class assessment institutions, jointly plan the future vision of educational measurement and evaluation, and promote the high-quality development of the capital’s education, the Beijing Education Examinations Authority is hosting the The 2nd Beijing International Conference on Educational Assessment and Evaluation. The conference aims to build a platform for academic resource publication, academic exchange interaction, sharing of successful experiences, and exploration of practical experiences between Chinese and international examination institutions, promoting exchanges and mutual learning between domestic and international educational measurement and evaluation institutions.
