Miao Fengchun
Chief, Unit for Technology and AI in Education, UNESCO Headquarters

Dr. Miao Fengchun currently serves as the Chief of the Unit for Technology and Artificial Intelligence in Education at UNESCO Headquarters, and is also a professor at National Engineering Laboratory for Cyberlearning Intelligent Technology at Beijing Normal University. He is responsible for leading several major projects, including initiatives on AI literacy for teachers and students, AI in education policy, and the planning and implementation of AI and future learning. In addition, he oversees global efforts in education informatization policies, open educational resources, mobile learning, and future digital schools, and manages the UNESCO ICT in Education Prize. Dr. Miao initiated and organized the International Conference on Artificial Intelligence and Education for four consecutive years (2019–2022), which resulted in the adoption of the first international consensus on AI and education, the Beijing Consensus. He also launched UNESCO’s "Mobile Learning Week," held for ten years, and "Digital Learning Week," now held for two years. In the field of education informatization, he led the development of key international documents such as the Qingdao Declaration and has overseen the writing of over 20 major reports, six of which rank among UNESCO’s top 50 most downloaded publications, with three in the top 10. He also co-led the development of the Recommendation on Open Educational Resources and the ICT Competency Framework for Teachers, and has directly trained and guided ministries of education in over 60 countries in developing national education informatization policies and open educational resource policies.

UNESCO’s AI Competency Framework for Teachers and Students

In this keynote presentation, Dr. Miao Fengchun will systematically elaborate on UNESCO’s policy framework and innovative achievements in promoting human-centered AI in education. First, the presentation will introduce the AI Competency Framework for Students in Primary and Secondary Schools, released in September 2024, providing an in-depth analysis of how this framework supports the development of students' AI literacy through a structured progression of competencies. Dr. Miao will then discuss the Global AI Competency Framework for Teachers, also released in September, which emphasizes safeguarding teachers' rights while promoting the autonomous use of AI in education, redefining the role of teachers in AI-enhanced education systems. The presentation will further explore the theoretical framework of AI pedagogy, the "triple helix" structure of AI competencies, and AI-based evaluation systems. Additionally, Dr. Miao will offer insights into the construction of a new social contract in future human-AI collaboration, providing innovative perspectives and policy support for the sustainable development of education.
